Legislative Strategy
The primary objective of IWP’s Government Affairs program is to establish an agenda and course of action for a program of education and advocacy before the State Legislatures, US Congress, Workers’ Compensation Commissions, Workers’ Compensation Advisory Boards, and relevant state agencies on matters of critical importance to our unique business model.
Relevant state matters under review will include:
- pharmacy fee schedule
- physician fee schedule
- drug repackaging
- prescription drug monitoring programs
- non-resident pharmacy license requirements
- creation of pharmacy or physician networks
- patient choice of pharmacy
- pharmacy benefit manager transparency
Within the context of this legislative plan, the Director of Government Affairs monitors, advocates, and reports on the matters under review at the federal and state level. She works closely with all workers’ compensation stakeholders, including, but not limited to state legislative staff, Pharmacy Associations, and Associations for Justice, state agencies, and workers’ compensation commissions.
IWP is The Patient Advocate Pharmacy. We take that tag line very seriously, which is why in April 2011, we hired a Director of Government Affairs to jump-start our legislative program. The government affairs department works closely with our sales team to get timely and relevant legislative information to referral sources. We not only monitor pharmacy related legislation and regulations, but we also track issues that affect workers’ compensation attorneys and physicians. For example, in New Hampshire, SB 71 proposed a new medical fee schedule tied to 150% of Medicare rates. Even though this did not directly affect our pharmacy reimbursement model, we took action on behalf of New Hampshire physicians.

Jayne Cannava, Esq.
Director of Government Affairs
Jayne Cannava is responsible for creating IWP’s national legislative strategy and monitoring regulations and legislation that affect the IWP community.
She has extensive experience using CQ StateTrack, an online legislation and regulation tracking service. Using CQ State Track for IWP, she will be able to track initiatives up to the federal level in all 50 states, monitor movement of pending legislation and add lobbying notes to bills that she is actively working on.
Prior to joining IWP, Jayne served as executive director of an Arlington, Virginia-based nonprofit organization where she was responsible for the overall development, management, and administration of the firm’s programs to achieve the policy goals established by its board of directors.
Jayne earned her J.D. from Quinnipiac University and a B.S. in business from Babson College, and is admitted to the Massachusetts and the District of Columbia Bars. She has extensive state and federal legislative experience, including on Capitol Hill, on the Connecticut House of Representatives Legal Team and gubernatorial campaigns.
